2025 annual report

Our annual report allows us to reflect each year on the ways we delivered on our mission to serve Oregon workers and employers.

With over 53,000 policyholders, SAIF is the largest workers’ compensation provider in the state. SAIF serves employers of all sizes, from small businesses with only one employee to large companies with tens of thousands of employees. We serve the state and most cities, counties, school districts, and special districts in Oregon—including first responders and fire districts.

SAIF handles more claims than any other workers’ compensation carrier in Oregon. In 2025, we processed nearly 37,000 claims. In Oregon, a worker is entitled to medical care for work-related injuries or illnesses for their lifetime. We also pay benefits to the families of those who lost their life to a workplace injury or illness. In 2025, we provided benefits to nearly 61,000 people, including beneficiaries of claims that were filed as far back as the early 1950s. 

Serving workers

In 2025, SAIF accepted nearly 31,000 claims—83% of the claims we processed.

Oregon law requires insurers to make initial claims decisions within 60 days; in 2025, we made them on average within 35.3 days. That’s 25 days faster than the law requires. This allowed injured workers to focus on recovery instead of wondering about the status of their claim.

Our recent data also shows that SAIF makes a timely first payment 94% of the time. This means injured workers are receiving payments within 14 days to cover workdays they’ve missed because of their injury or illness.

SAIF uses a program called First Fill, which lets injured workers get common medications at no cost before a decision is made on their claim. First Fill pharmacy bills are paid by SAIF, and there is no charge to the worker even if the claim is later denied.

Making workplaces safer

Our vision is to make Oregon the safest and healthiest place to work. With more than 60 safety and health experts who help employers create safer workplaces—and more than 30 industry association experts we partner with—SAIF has built the largest team of workplace safety professionals of any insurance carrier in Oregon. In 2025, they conducted more than 6,800 virtual and in-person consultations.

More than 5,200 people attended SAIF’s live safety and health educational offerings in 2025, and another 1,300 accessed on-demand trainings. In addition, our free safety and health videos were viewed more than 420,000 times in 2025.

SAIF has unparalleled experience serving and providing safety expertise for Oregon’s high-hazard industries, including logging, construction, and agriculture. In 2025, more than 1,700 people attended our free ag safety seminars conducted in English and Spanish. The seminars are available to anyone, including non-policyholders, interested in agricultural safety and health.

SAIF has been partnering with the Oregon Fire Chiefs Association (OFCA) to provide a prevention-focused program addressing post-traumatic stress disorder in first responders called Struggle Well. As part of the pilot, we provided a two-day training program to 22 SAIF policyholders focused on post-traumatic growth (PTG), reframing struggle as an opportunity for development and growth. Since inception, we have had over 100 attendees, including more than 50 in leadership roles in their station or department.

In the last 18 years, more than 312,000 people have learned practical techniques from Safety In Motion® sessions, which train workers to avoid or reduce some of the most common workplace injuries. Supporting employers

SAIF is the largest workers' compensation insurance carrier in Oregon. Our strong results in claims management, return-to-work, and safety and health help drive down Oregon's overall pure premium rates.

In 2025, we completed an overhaul of our contact center. Focused on minimizing transfers and resolving caller needs on the first call, Customer Care Center staff address low to medium complexity issues on a variety of topics, including billing and policy questions. Callers can also select to be connected to a Spanish-speaking representative.

In addition, SAIF was able to return $50 million to policyholders in 2025 through a dividend—another way for us to keep overall costs down for Oregon employers.

Almost all our policyholders—98.8%—chose to renew with us in 2025.
