Board of Directors

A five-member Board of Directors, appointed by the governor, oversees SAIF’s operations. By law three board members must be affiliated with organizations insured by SAIF. Member terms are four years.

Catherine Travis, ChairCatherine Travis, Chair

Catherine Travis is a commercial arbitrator with the American Arbitration Association, where she has served for over 17 years. A retired attorney, Ms. Travis' law practice was focused primarily on business reorganizations, debtor-creditor, and bankruptcy law. She teaches these subjects as an adjunct professor at Lewis & Clark Law School. Ms. Travis is a past president and current member of the board of directors of the ACLU of Oregon and the ACLU Foundation of Oregon, and a former board member of Equity Foundation.

Ms. Travis holds a B.A. degree in communications from Vassar College and a J.D. degree from Lewis & Clark Law School. She lives in Portland.

Ms. Travis began her service on the SAIF Board of Directors on May 10, 2005.


Robb Van Cleave, Vice ChairRobb Van Cleave, Vice Chair

Robb Van Cleave is the Chief Talent and Strategy Officer for Columbia Gorge Community College. He has been a human resources professional for almost 20 years and is a member of the international Board of Directors of the Society for Human Resource Management. Mr. Van Cleave is past commissioner for the Port of The Dalles, past president of The Dalles Area Chamber of Commerce, and served as mayor of The Dalles from 1998-2010. He holds a B.S. degree in psychology from Oregon State University. He lives in The Dalles.

Mr. Van Cleave began his service on the SAIF Board of Directors on May 10, 2005.


John EndicottJohn Endicott

John Endicott is business manager for Plumbers and Steamfitters Local 290, where he represents 4,300 steamfitters and plumbers. Mr. Endicott has worked in the construction industry for 30 years and serves as vice chair of the State of Oregon Board of Boiler Rules. He lives in Gresham.

Mr. Endicott began his service on the SAIF Board of Directors on November 22, 2004.


Ralph MartinezRalph Martinez

Ralph Martinez is CEO of Town & Country dealerships, a Portland-area company that sells Dodge, Jeep, Chrysler, Mitsubishi, and Chevrolet automobiles. Mr. Martinez founded Town & Country in 1985. The company has been recognized by the Portland Business Journal as the largest minority-owned business in Oregon and by Oregon Business magazine as the #1 Best Large Company to Work For in Oregon. Mr. Martinez was appointed to the Brand Oregon advisory board, is a member and past vice president of the Chrysler Minority Dealership Association, and is active in numerous professional and community organizations.

Mr. Martinez began his service on the SAIF Board of Directors on January 23, 2006.


Jim Ford Jim Ford

Jim Ford serves as the President and Chief Executive Officer of PremierWest Bancorp and its subsidiary, PremierWest Bank. Mr. Ford has an extensive background in banking, beginning his banking career with First Interstate Bank in 1980. He currently serves on the board of the Oregon Bankers Association.

Mr. Ford is active in the southern Oregon community, serving on the boards of Southern Oregon University, SOREDI (Southern Oregon Regional Economic Development, Inc.), and the Oregon Club of Southern Oregon.

Mr. Ford earned a B.S. degree in Business Administration from the University of Oregon in 1980. He also is a 1992 graduate of the University of Washington's Pacific Coast Banking School. Mr. Ford lives in Ashland.

Mr. Ford began his service on the SAIF Board of Directors on July 1, 2010.
